Visakhapatnam: In a major development, the five-member Officials Committee deputed to dissolve the dispute over the District Central Library land development project, made it clear to the government that there is no need to pay any remuneration to Pratyusha Shipping Associates Limited. The committee also recommended to the government to collect Rs 2.11 crore from the company which failed to execute the project within the time frame.

Disclosing the facts about the five-member Official Committee recommendations to the government, Public Library Service Organisation Adviser and Former Union Secretary EAS Sarma said that the committee had submitted its report to the government on August 10, 2017.

“I am surprised that the Department of School Education is still dragging its feet in implementing the recommendations of the officials committee to the detriment of the public interest. Apparently, those that head that ministry have a stake in PASPL and are standing in the way of implementing the committee's recommendations. This is highly unacceptable,” EAS Sarma said.

The official committee also made it clear in its recommendations that the government there is no need to pay any compensation to the Pratyusha Shipping Associates and the government should recover Rs 2.11 crore from Pratusha Associates Shipping towards liquidation of the performance security and the damages, Sarma informed.

The residents of Visakhapatnam are eagerly waiting for the Zilla Grandhalaya Samstha to take possession of the land and construct a modern library for their benefit for which there are sufficient funds available from the cess amount collected by GVMC.

The GVMC should be directed to transfer the accumulated amount with interest to Zilla Grandhalaya Samstha forthwith. Similarly, the District Collector should take over the land from CRPF who occupied it and hand it over to Zilla Grandhalaya Samstha immediately, Sarma demanded.
