AP Irrigation Engineers Association (APIEA) launched agitation against the State government’s decision on vertical promotions in Irrigation department stating it is against the presidential order. To protect interests of backward areas and to achieve equality between Andhra and Telangana areas, six points formula announced by the then Prime Minister Indira Gandhi on September 23, 1973.

Srikakulam: AP Irrigation Engineers Association (APIEA) launched agitation against the State government’s decision on vertical promotions in Irrigation department stating it is against the presidential order. To protect interests of backward areas and to achieve equality between Andhra and Telangana areas, six points formula announced by the then Prime Minister Indira Gandhi on September 23, 1973.

To provide constitutional safety to six points formula, Article 371-D included in the constitution through 32nd amendment on October 18, 1975 and a GO 674 issued subsequently by dividing total AP state as six zones which is popularly known as presidential orders.

According to the GO, in Irrigation department up to deputy executive engineer (DEE) post was treated as zonal post and from executive engineer (EE) cadre it was treated as state-level post.

Based on it, up to DEE native zone officers must be appointed and from the EE, state-wide officers can be appointed. Based on it, after promoted as DEE from assistant executive engineer (AEE), seniority would be considered for further promotions.

But now after bifurcation of state, the ruling TDP government raised a new criterion for promotions as vertical seniority or batch seniority based on the year of recruitment by leaving zonal system.

According to presidential orders, either promotions or transfers of zonal posts a zone must be considered as aunit. But now the State government neglecting these orders and zonal system for promotions.

As a result, total 929 engineering officials would be affected and injustice would be done to zone-1 officials belonging to Srikakulam, Vizianagaram and Visakhapatnam and zone-2 and zone -3 officials would get more benefits.

Earlier a team of engineers, K Rammohan Rao, MK Rehaman, BSN Reddy, M Venkateswara Rao and MV Ravi Kumar recommended to engineer-in-chief (ENC) of AP Irrigation department to follow zonal system for promotions as per presidential orders.

“AP government is planning to violate presidential orders for promotions as a result backward zone official would be affected,” said AP Irrigation Engineers Association (APIEA) working president G Srinivas. The APIEA members staged agitation in front of ENC office at Vijayawada recently by opposing vertical seniority rule.

But Telangana government decided to continue zonal system to do justice to all zones but here ruling party ministers are trying to get more promotions to their zones by leaving other zones in lurch, engineers alleged. If vertical seniority rule is implemented engineers of other departments Rural Water Supply (RWS), Public Health (PH), Panchayat Raj (PR) would be affected, they explained.
