Amaravati: In a surprise move, the AP government has decided to initiate disciplinary proceedings against Bhanwarlal, Chief Electoral Officer and ex-officio special chief secretary to General Admn (Elections) Department, IAS, who was relieved of his duties on Tuesday following retirement.

Chief Secretary Dinesh Kumar, in a circular on Tuesday, said that the government initiated the action against Bhanwarlal for substance of misconduct or misbehaviour.

“The Member of Service has failed to pay the penal rent arrears of Rs 4,37,500 for unauthorised stay in the govt quarter, though he was directed to pay the arrears in 2007 itself.”

He has not paid the arrears so far. The conduct of the member of service in not paying the penal rent arrears is unbecoming of the conduct of the AIS officers,” the Chief Secretary said.

Thus, Bhanwarlal, through these acts, failed to maintain absolute integrity, devotion to duty and exhibited conduct unbecoming of member of service and thereby contravened rule 3(1) of All India Services (Conduct) Rules, 1968, he said.

In its orders, the government said that Bhanwarlal was directed to submit a written statement of defence and also state whether he desires to be heard in person, within 15 days of receipt of this order.
