In a significant decision to benefit Kapus in the state, the AP Cabinet, chaired by Chief Minister N Chandrababu Naidu on Friday, approved provision of five per cent reservation to them in education, employment and in availing themselves economic benefits. Hyderabad: In a significant decision to benefit Kapus in the state, the AP Cabinet, chaired by Chief Minister N Chandrababu Naidu on Friday, approved provision of five per cent reservation to them in education, employment and in availing themselves economic benefits. However, they would not be entitled to political reservations.

The Cabinet, after lengthy deliberations, approved the recommendations of the Manjunath Commission appointed to study the demand of the Kapus for Backward Classes status. With this, the total reservations would go up to 55 per cent and those for the Backward Classes to 34 per cent from the present 29 per cent. They would now be listed under the BC (F) category.

Th Cabinet also approved the proposal to move a resolution in the Assembly and Council on Saturday recommending ST status for Boyas, who are about 17 to 18 lakhs in number in the state. The resolution would be sent to the Centre for effecting a necessary amendment to the Constitution of India.

As regards the reservation to the Kapus, the Cabinet resolution would be further be vetted at another Cabinet meeting on Saturday and then it would be introduced in the Assembly and Council in the form of a Bill. After discussion in both the Houses, the Bill would be passed and sent to the Centre for tabling it in Parliament where it could be passed with a simple majority and to the President of India for his assent. After obtaining the assent, it would be included in the Ninth Schedule of the Constitution. As it would be in the Ninth Schedule of the Constitution, the Supreme Court order that reservations should not cross more than 50 per cent would not apply.

According to sources, Kapu patriarch Mudragada Padmanabham, who, in fact, set December 10 deadline for Naidu to include the Kapus in the BC list, will meet Kapu leaders at his residence in Kirlampudi in East Godavari district on Saturday and take stock of the situation. The Cabinet also discussed the unemployment allowance promised to the youth and decided that it should be made applicable to the youth under 35. In the survey that the state government had conducted, it came to be known that the number of unemployed were about 18 lakhs. The state has allocated Rs 500 crore in the 2018-19 budget for payment of unemployed allowance.
