It is learnt that some unknown persons have availed a bank loan of Rs 1.85 crore after mortgaging the lands of some farmers of Venkatapuram and Narlapuram villages by generating fake pattadar passbooks without the knowledge of the farmers.
The issue came to the fore when one Penikalapati Venkateshwar Rao of Venkatapuram village has approached the Dhone Sub-Registrar Office to transfer the lands on to his wife Lakshmi Devi’s name. But, the sub-registrar denied to do so and said that the lands have been mortgaged with the Corporation Bank at Kurnool and also availed Rs 12.5 lakh.
With the unexpected response from the sub-registrar, he argued with him saying how his lands were registered without his consent. Venkateshwar Rao was advised by the sub-registrar to approach the concerned bank at Kurnool where his lands were mortgaged and get clarification. Actually, the farmer owned around 20 acres of land in survey numbers 18, 177, 192 and 22 and he wanted to transfer them on to his wife Lakshmi Devi’s name. The farmer had undergone heart surgery.
In the meantime, some more farmers of Venkatarapuram and Narlapuram villages approached Andhra Pragathi Grameena Bank to seek crop loans. The bank authorities said that their lands have been mortgaged with the Corporation Bank and availed loans. Sanctioning of loans is not possible, they were told. The farmers were shocked with the response from the bank officials and rushed to Corporation Bank at Kurnool. But there too, they got similar reply. The victims appeared before the Joint Collector and explained their woes.
They said that some unknown persons by generating fake pattadar passbooks on their names and mortgaged them and availed loan of Rs 1.85 crore. The culprits have mortgaged the lands of one Hanumantha Rao of Narlapuram village, who is not in the village as he is staying in Australia. Out of his 30 acres land, fake passbooks were generated for 20 acres and they were mortgaged with the Corporation Bank.
Hanumantha Rao has complained to the District Collector and SP over phone. Fake passbooks for 100 acres were generated to avail bank loan of Rs 1.85 crore. Finding fault with bankers, sub-registrar and the Revenue department officials, Venkateshwar Rao said that how the bankers have sanctioned loans without checking the actual records and how the sub-registrar has registered without verifying Aadhaar cards.
He also suspected the involvement of village revenue officials in the fraud. He urged the government to conduct a thorough enquiry and release their lands from the mortgage in the Corporation Bank.
