Amaravati: As part of revamp, the APPSC (AP Public Service Commission) is considering to create two new organs within the commission, including Information and Technology cell and Research and Development wing.

To computerise all the data of APPSC related to conduct of examinations, notifications, questions, maintaining data and profiles of candidates, regular administrative matters and all others, the commission proposes to create the new IT cell. It will enhance the efficiency of the APPSC in delivering quality services to the students of all types of competitive exams being conducted by the commission.

The APPSC has already started computerisation of its functioning. This will reduce the work burden on the existing staff. In the wake of developments after the bifurcation, the recruitment body has been struggling with severe shortage of staff in all grades, including junior assistants, assistant section officers, APPSC chairman Pinnamaneni Udaya Bhaskar told The Hans India that he had requested government to sanction more than 300 posts for the commission, in which he proposed to create the IT and R&D wings.

The R & D wing will help in finding solutions for problems in recruitment process, provide suggestions for reforms in recruitment pattern, assists in changing syllabus according to the needs of the day, provide required data in decision making at highest level and many other services, explained Udaya Bhaskar.

He further said that this R & D wing will research on the questions in examinations, find how many questions appeared out of syllabus, how many mistakes occurred in exams, how many students were appearing from various castes, regions, identifying cut-off marks and many other vital data.

This R & D department will serve as a backbone for the APPSC in decision making, he observed. A new post of Controller of Examination also will be created and a request had already been made to the government to sanction it.

The Controller of Examination will reduce burden on the Secretary and focus on the examinations. Another new initiative in the APPSC is that it proposes to create posts of three Academic Advisors and one Legal Advisor.

The Academic Advisors will suggest syllabus changes, changes in exam papers key, find the experts for interview panels, prepare exam papers and others. Since the APPSC doesn’t have the professional experts as Academic Advisors, many wrong questions appeared in the past examinations. That led to legal disputes in many notifications, including Group – 1, Group -2 and other exams.

At the same time, the APPSC does not have qualified legal expert as a Legal Advisor so far, hence it faced defeat in the courts. Udaya Bhaskar explained that they had faced problems in the court due to lack of legal experts in the commission. Even though the APPSC has the legal cell, there were only clerks working in it, he added.
