The Andhra Pradesh Agricultural Land (conversion for non-agricultural purposes) (Amendment) Act, 2017, better known by its short name NALA (non-agriculture land assessment), will come into force from February 1. State government released gazette notification in this regard on Thursday.

Amaravati: The Andhra Pradesh Agricultural Land (conversion for non-agricultural purposes) (Amendment) Act, 2017, better known by its short name NALA (non-agriculture land assessment), will come into force from February 1. State government released gazette notification in this regard on Thursday.

According to officials of Revenue ministry, guidelines were prepared for the Amendment Act and it was signed by the Revenue Minster K E Krishna Murthy. The same has been sent for the Chief Minister’s approval and it will be notified on February 1.

The Revenue Minister office said that land can be converted for non-agriculture purposes immediately by simply paying a challan. ``There is no need to visit Revenue officer for land conversions. Besides, investors, who are allotted land through the APIIC for industrial purpose, need not pay any fee for conversion of the agriculture land for non-agriculture purpose,” the Minister’s office said.

Ignores Governor’s objections?
However, the Minister’s office did not reveal whether or not the Governor’s objections over the Amendment Act were addressed. Governor ESL Narasimhan expressed concern over the changes of procedure of the NALA Act as the land can be converted easily for non-agriculture purposes under the new amendment Act without proper check from Revenue department and asked the State government to address those issues.

After some impediment over approval of Governor for the Bill, the state government communicated Governor’s office that the concerns raised by the Governor would be addressed at the time the government frame guidelines for the Bill.

But, the Revenue Minister office on Thursday clearly said that people can convert agriculture land simply by paying certain fees and no need to visit any government office for it. It also said the decision has been taken with a view to encourage ease of doing business in the state.

“The decision will help to expedite permissions to set up industries in Andhra Pradesh and it would spur industrial infrastructure sector also as the land fee would be cut to 2 per cent from 5 per cent in Vijayawada and Visakhapatnam.
