Tirupati: Tirumala-Tirupati Devasthanams (TTD) higher officials are in a dilemma over its annual budget approval with an outlay of around Rs 3000 crore. After the state government budget, TTD institution budget is the biggest in the state.

For the few years TTD trust board has been approving its annual budget at least Rs 2,500 crore and above. Last year under Chairmanship of Chadalavada Krishna Murthy previous board had given the approval 2017 annual budget with an outlay of Rs 2,678.07 crore.

TTD officials have been submitting Devasthnam budget before March. This year TTD officials are facing a difficult situation in budget preparations. So far, they have no information on whom to submit the budget proposals as far as the forthcoming financial year concern.General practice in TTD is first the budget proposal will be submitted to trust board.

Later, they will be sent to the state government. When the trust board is not in force, officials will take budget approval from specified authority officials instead of the trust board.Whereas this time, CM Chandrababu Naidu has not appointed the TTD trust board with political reasons from nine months. And also CM has kept in pending the specified authority officials committee appointment instead of TTD trust board.

For the few months Executive Officer of TTD and his team officials like Financial Advisor and JEOs both Tirumala and Tirupati have been taking key financial decision for TTD activities expenditure.

This type of administrative confusion has been seen for the first time in TTD with the government’s failure in appointing new trust board in time.

It is a known fact that without financial approval funds cannot be released for TTD welfare schemes and pilgrims’ facilities management. Every day there is a need for crores of rupees for day to day making of Laddus and Annaprasadams and funds required for medical facilities and pilgrim transport at Tirumala.

In the meanwhile, TTD financial officers are consulting with the state government on this situation. However they are preparing the budget proposals for the year of 2018-19 financial year.

Meanwhile officials are mulling for budget proposals ratification after new trust board appointment. It is learnt that the ensuing financial year budget may raise up to Rs 3,000 core. Because TTD has taken many new initiatives towards pilgrims’ facility management like construction of new SSD counters and enhancing the Laddu production capacity up to 5 lakhs per day.

Related to this issue a senior officer of the TTD told to The Hans India that previously without trust board or specified authority TTD administration has not been effective. Any further delay in TTD trust board appointment is not only difficult for budget approval but also for approval of many key policy decisions.
