As many as 300 school buildings in Nellore district are in a dilapidated state. Even though the new academic year is fast approaching, their plight continues to cause concern. At present, most of the schools have no furniture, compound walls, toilets and other facilities.Â

Many buildings have leaking roofs, cracks that pose threat to the teachers' and students' lives. Many schools in the district don’t have minimum infrastructure for comfortable learning. A school building collapsed in Kota mandal in March 2017 in which students survived from a major disaster as they had left the premises just a few minutes before the incident.
Sarva Siksha Abhiyan Project Officer E Viswanath said renovation works of 252 schools are in progress in the district. The state government had approved proposals for Rs 315 crore for renovation of all the 3,400 schools, including 300 dilapidated school buildings.
Under the Hybrid Annuity Model, the contractor who gets the work, builds classrooms and other facilities for the schools. The Hybrid Annuity Model is a form of public-private-partnership model.
Under this mode, the government share would be one third of the total cost of renovation and the contractor would bear the remaining cost. His investment would be reimbursed along with mutually agreed rate of interest after a specific period of time and until then he would have to take care of maintenance, Viswanath said.
V Gangi Reddy, head of a voluntary organization, said under Section 20 of the Right to Education Act, 2009, every child has to be protected by providing safe premises. School Level Development Plans have to be worked out with involvement of all stake-holders for identifying the vulnerabilities from time to time.
He felt sorry that the activity has been missing in many schools. But the officials say the scenario is all set to change with the government approving renovation of all the school buildings.
