AP Govt prefers to give priority to IT training
The Information Technology is in a continuous process of upgradation. It is constantly growing into a better version of itself and therefore the government too must seek the services of the best in the industry, observed Chief Minister N Chandrababu Naidu.

Naidu held a review meeting on the progress on department-wise digital transformation through e-Pragati on Tuesday at the RTG State Centre at the Secretariat. Stating the IT knowledge was essential these days, he further said the government was mulling bringing in a new policy on recruitment.
In the service rules, the recruitment policy must specify a requirement of basic level training in IT, he said. CEO of e-Pragati N Balasubramanyam said that the scope of work was defined for the departments of Revenue, Municipal Administration and Higher Education.
He said that SPOCs (Single Points of Contacts) have been identified in the sectors of Education, Panchayat Raj and Welfare, for implementing the strategy of digital transformation. For the revenue groups, 3 departments were consulted and 25 services have been categorised into 7 modules: Regulatory, Agri-related, Survey & Land Records, Registration, Bhuseva, Certificates and Land Management.
Balasubramanyam said that the next steps to be taken include infrastructure enhancement at tahsildar offices, capacity building of staff in the agriculture department and business process re-engineering.
Special Chief Secretary (CCLA) Anil Chandra Punetha proposed that a policy should be formed to enable the departments to outsource services of experts or the best IT agencies so that government initiatives are implemented with technical proficiency.
In Municipal Administration, two departments were referred to, and 4 modules have been finalised: Development (assets, sanitation, street lighting etc.), Citizen Services (Taxes, water etc.), Business Service Development, Citizen Engagement.
Director of Municipal Administration K Kanna Babu was instructed to ensure that all services of urban areas including drone usage, sensors on roads, LED lights, water quality and others must be accessible to the people of the state. Citizens must be educated about their power, and be enabled to use these services, said the Chief Minister.
In the Higher Education department, the end-to-end life cycle of a student from admissions, applications, hostels, attendance, scholarships, examinations, graduation, alumni to results and campus placements – will be integrated into a module.
There will be 3 data hubs to integrate the facilities of the department: Student Hub, Institution Hub and Faculty Hub. Special Chief Secretary (Higher Education) Aditya Nath Das informed Chandrababu Naidu that all admission related modules will be ready for use, and by June 30, all services will be tested and ready for demo.
IT Advisor J Satyanarayana presented a report on the different layers of two schools of IT architecture in governance: Logical Architecture and Application Architecture. The logical architecture includes delivery (MeeSeva, 1100 call centre etc.), core data (Praja Sadhikara Survey, Land Hub etc.), infrastructure (AP Fibernet, APCSOC etc.) and common functions (CFMS, HRMS etc.). The Application architecture consists of department specific goals.
Chandrababu Naidu stated that government machinery should continue the efforts to create a pioneering model of governance. RTG CEO Ahmed Babu presented the status of grievances resolved, and said that out of over 15 lakh non-financial grievances, only 2,692 were pending.
He said 23,800 km of 24F fiber cable has been completed as a part of AP Fibernet and 2,19,654 connections of AP FiberGrid have been completed across 13 districts. The target is to complete 10 lakh connections by May end and 1 crore connections by the end of December 2018.
Green cover mapping using drones has been completed at Tirumala and Tirupati and is in progress in Kakinada. Amaravati Development Corporation too, has placed an order to monitor their ongoing projects.
