​Visakhapatnam: The Central government has amended the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, 1989 and there is every need to educate the people in this regard, observed National SC Commission Member P M Kamalamma.
After reviewing the implementation of SC Sub-Plan, reservation roasters and the status of rape cases of SCs with the district officials here on Tuesday, Kamalamma told reporters that the district administration has to take the responsibility of educating the public.

She informed that as per the latest amendment to the Act, the compensation to be paid to the SC victims in rape cases has been increased to Rs 8.5 lakh, which would be paid in two phases. The first phase of amount is to be paid soon after registering an FIR while the second phase amount soon after filing a charge sheet in the court. The compensation would be fixed depending upon the intensity of the case, she added.

The SC Commission Member further said that different methods were being implemented in different districts with regard to securing station bail for cases attracting below seven years rigorous imprisonment. She informed that she would speak to the police higher-ups in this regard adding that in some districts, the police were granting station bail whereas in Visakha district, the police were facilitating the accused to come to the station as and when required.

Referring to the utilisation of ST Sub-Plan budget amounts allocated to various government departments, she said the funds must be spent in the same fiscal failing which the balance of the budget amount of the previous year must be spent along with the current year’s allocation.

The officials have submitted the Action Taken Report to me responding to the grievances received when I have last visited Visakhapatnam district. Today also, I received many problems from the Dalit organisations, which could be redressed at the district, division and mandal levels. I asked the officials to immediately address the issues,” she added. Collector Praveen Kumar and Joint Collector J Nivas were also present.

Plaint against Ship Building Centre management The Ship Building Centre Civilian Employees’ Union (SBCCEU) submitted a representation to the Member of National SC Commission P M Kamalamma here on Tuesday at the Collectorate, alleging that the Ship Building Centre management was not following reservation roaster orders at the time giving promotions to the employees.The Commission Member Kamalamma who was here on a two-day visit to north coastal Andhra, received representations along with Collector Praveen Kumar from the aggrieved SC individuals and trade unions about their problems.
