Millions depend on this great river for physical and spiritual sustenance. People have immense faith in the powers of healing and regeneration of the Ganga.
A Smart Ganga City Scheme was launched in 10 important cities on Saturday, including Haridwar, Rishikesh, Mathura-Vrindavan, Varanasi, Kanpur, Allahabad, Lucknow, Patna, Sahibgunj and Barrackpore. The National Mission for Clean Ganga (NMCG) has chosen these cities in the first phase for infrastructure development for sewage treatment. This will be on hybrid annuity mode based on PPP model.
Learning from the past experience of Ganga action plan, the government has gone for hybrid annuity mode based on PPP model. In the first phase only 10 cities have been taken up but gradually more and more cities will be taken up. Union Budget 2014-15 took cognizance of the substantial amount of money spent in the conservation and improvement of the Ganga, which has a very special place in a collective consciousness of this country. However, the efforts did not yield desired results because of lack of concerted efforts by all the stakeholders.
Accordingly, an Integrated Ganga Conservation Mission called “Namami Gange” has been proposed to be set up and a sum of Rs 2,037 crore has been set aside for this purpose. In addition a sum of Rs 100 crore has been allocated for developments of Ghats and beautification of River Fronts at Kedarnath, Haridwar, Kanpur, Varanasi, Allahabad, Patna and Delhi.
National Mission for Clean Ganga (NMCG) is the implementation wing of National Ganga River Basin Authority (NGRBA). The area of operation of NMCG shall be the Ganga River Basin, including the states through which Ganga flows, as well as the National Capital Territory of Delhi.
NMCG is: 1.To ensure effective abatement of pollution and rejuvenation of the river Ganga by adopting a river basin approach to promote inter-sectoral co-ordination for comprehensive planning and management; and 2.To maintain minimum ecological flows in the river Ganga with the aim of ensuring water quality and environmentally sustainable development.
