The Crime and Criminal Tracking Network and Systems (CCTNS) is a 100% centrally funded project with an outlay of Rs 2,000 crore.

The Crime and Criminal Tracking Network and Systems (CCTNS) is a 100% centrally funded project with an outlay of Rs 2,000 crore. The project aims at providing pan India search on National database of Crime and Criminal records and integrating all pillars of Criminal Justice System, namely Police, Courts, Prisons, Fingerprints, Forensics and Prosecution, for informed decision making.

It aims at interlinking police stations all over the country with the objective of tracking crime and criminals related data across the country in a common networked eco-system and is scheduled to be implemented by 31st March, 2017. 12665 Police Stations and 5233 higher offices have so far been integrated to the system.

Under the Umbrella Scheme for Modernization of Police Force BE 2016-17 provides for Rs.1753.90 crore which includes Rs.250 crore for CCTNS, Rs.595 crore for Modernization of State Police Forces, Rs.840 crore for Security Related Expenditure (SRE) and Rs.68.90 crore for India Reserve Battalions.

Timely and hassle-free registration of crime is equally important and the Ministry of Home Affairs providing the facility to the people through citizen portal which is under development as part of the CCTNS project. This will enable people to report a crime and also track the follow up action taken by the appropriate agencies.

So far, 85% computerization has been completed and 93 lakh FIRs have been registered using the CCTNS System. 32 States/UTs are sharing data with National Data Centre (NDC). The MHA is exploring alternative ways of expediting the process from the remaining four States/UTs.

The Project, in its next phase, envisions to create a dedicated information network for establishing high bandwidth connectivity across all pillars of Criminal Justice System. Video Conferencing facilities are proposed to be expanded to facilitate Court proceedings, to harness savings of time and cost involved in security and transportation of Prisoners.

The government is also aiming to roll out a pan-India single emergency number- 112, for all kinds of emergencies and distress calls from across the country. Under the project, it is proposed to supplement the efforts of State Governments and UTs through provision of Hardware, Connectivity, trained call agents and other infrastructure. Centre for Development of Advanced Computing (CDAC) has been engaged to provide cloud based services for the project.
