He informed that close to 119 projects worth Rs 7.5 lakh crore started by various previous had been pending and that he had got all of them going.
A Project Monitoring Group (PMG) was set up in 2013 under Cabinet Secretariat. It is an institutional mechanism for resolving a variety of issues including fast tracking the approvals for setting up and expeditious commissioning of large public, private and public–private partnership (PPP) projects. PMG has been now functioning under the Prime Minister’s Office (PMO) since 14.09.2015.
The PMG identified over 270 projects worth Rs 10 lakh crore which were stuck at various stages. PMG coordinates with ‘Invest India,’ the agency dedicated to promotion of foreign investment in India. The Central government has now made it possible for the Minister-in-charge to evaluate projects that are costing up to Rs 500 crore. The earlier financial power of the Minister-in-charge was comparatively minimal as he/she could approve projects of less than Rs 150 crore.
The government has also made it possible for the Finance Minister who is deemed as a competent financial authority for approving scheme/projects having financial implications of Rs.500 crore and above up to Rs.1000 crore. Projects that are above Rs 1000 crore budget will need the approval of Cabinet/Cabinet Committee on Economic Affairs. Types of issues and clearances considered for resolution by the PMG at Central level are: 1. Eco-Sensitive Zone clearance; 2.
Tree cutting permission; 3. Grant of Working permission by forest Department; 4. Approval for private railways siding construction; 5. Industrial License Permission; 6. Road Crossing of Pipelines/Transmission lines; 7. Grant of Right of Way; and 8. Shifting of Utilities.
The PMG works with State governments as regards: 1. Land Acquisition issues such as Government Notifications/Disbursement of Compensation, transfer of title and handing over of possession etc; 2. Removal of encroachment; 3. Relief and Rehabilitation plan; 4. Certificate under Forest Rights Act; 5. Power and Water supply; 6. Consent to establish and operate from State Pollution Control Board; 7. Transfer of Government Land; 8. Law and Order issues; 9. Right of Way permission.
