He had met BJP president Rajnath Singh recently and expressed his resolve to join the party. Rao said he was joining the BJP as he believed it was capable of developing Seemandhra. He said he could not continue in the Congress for dividing the State in blatant disregard to the concerns of the people of Seemandhra. He appealed to Modi to take measures to help the poor and downtrodden people in the region.

Kavuri had resigned as the Union Minister for Textiles in April, protesting against the bifurcation of Andhra Pradesh. He alleged that the Union Government had failed to prevent bifurcation and also did not do justice to Seemandhra region. After quitting Congress, the former minister was not sure which party to join. At one stage, it was said that he would join the Telugu Desam Party. His cadre also preferred that he join TDP. But, finally Kavuri decided to join the BJP.
