Garbage-to-power project: SCB to cancel MoU
Garbage-to-Power Project: SCB to Cancel MoU. The Secunderabad Cantonment Board\'s (SCB) never-ending wait for the garbage-to-power project to take off seems to have hit a tipping point.

The Secunderabad Cantonment Board's (SCB) never-ending wait for the garbage-to-power project to take off seems to have hit a tipping point. The much touted project of collecting waste generated in the Cantonment was given to Rudram Constructions and Power Private Limited (RCPPL). The SCB had entered into an agreement with RCPPL in 2012 to address its garbage disposal woes but the project has not started till date.
The SCB officials noted that the proposal to cancel the contract would be put up in the next board meeting. In February this year, the RCPPL had sought for an extension of 90 days. The reason cited by the RCPPL for the delay in starting the project was due to machinery price, bottlenecks in import of machinery and the escalating dollar value.
M Devender, SCB superintendent, Solid Waste Management, said, “On August 30, 2014, the term expired after a number of extensions were given to the RCPPL. The firm was supposed to set up its factory in Shamirpet.”
As per the MoU signed on November 29, 2012, the SCB was to collect solid waste from all the wards and deliver it to the RCCPL for the first five years. The agreement was for 25 years. After five years, the firm was to pay Rs one lakh per month to SCB. The firm had also got permission from the Pollution Control Board (PCB) to set up a 2 mw power plant in Medak.
With the project hitting a roadblock, the SCB is now looking to re-tender and call for fresh proposals.
Until last year, the SCB was transporting garbage to Jawahar Nagar dumpyard. The GHMC restricted the trucks and demanded Rs 760 per tonne as charges. At present the SCB is dumping the garbage at Turkapally trench ground near Bolaram Railway Station. Some 180 tonnes garbage is generated daily in the cantonment area. About 14 trucks make 42 trips daily.
