“At least other girls will get justice.” Nirbhaya's father said, "The Juvenile Justice Bill is a tribute to our daughter." AIADMK, BSP, JDU, CPM wanted bill to be passed to select panel, but the bill was cleared finally by the Rajya Sabha. The Lok Sabha had cleared it six months ago.

"The bill has been passed in the RS, people will be happy with this, I am satisfied. Frankly speaking, because of public pressure and by seeing the public mood,today discussion happened," Venkaiah Naidu on Juvenile Justice Bill.

Magsaysay Award winner Kailash Satyarthi said, "I welcome move to pass the Juvenile Justice Bill and congratulate parliamentarians across parties in prioritising children today."

CPM'S Sitaram Yechury objected to lowering the age of a juvenile from 18 to 16 and asked that the bill be sent to a Select Committe. "Dawood committed his first crime at 16. He is a threat to the nation now.

If Kasabs of the world will be set free as juveniles, 15-16 year olds will attack Parliament and Delhi. What will our law do?", said Shiv Sena's Sanjay Raut.

The Congress, crucial to any vote in the Rajya Sabha because of its superior numbers, supported the bill, though many of its leaders had said they favoured sending it to a a parliamentary panel called a select committee.

The Left walked out before the vote after its suggestion that the bill be sent to a select committee for review was rejected.

38,565 cases filed against Juveniles

A total of 38,565 cases were registered against juveniles in conflict with law for cognisable crimes under Indian Penal Code--Special Law and Local Law in 2014, Lok Sabha was informed today.

Minister of State for Home, Haribhai Parathibhai Chaudhary said that a total of 31,973 cases were registered against juveniles in 2012 and 35,861 cases in 2013.

"As per available information, 52.8 per cent (21,049 out of 39,822), 50.2 per cent (21,860 out of 43,506) and 55.6 per cent (26,809 out of 48,230) of juveniles belonging to families having annual income up to Rs. 25,000, were apprehended during 2012, 2013 and 2014 respectively," he said in reply to a written question.
