Telangana govt shoots off letter to Centre

Hyderabad: The State government has shot off a letter to Central Water Commission (CWC) and the Krishna River Management Board (KRMB) raising objection to the preparation of a Detailed Project Report (DPR) by Andhra Pradesh government and the construction of a barrage across river Krishna upstream of Jurala irrigation project by Karnataka at Girijapur Village in Raichur district.

In a letter to the CWC, Secretary to Union Water Resources Ministry and KRMB, Telangana Irrigation Principal Secretary S K Joshi said the AP government had issued a GO for preparation of a DPR to utilise 4 tmcft of water through RDS Right Main Canal. This was against the Andhra Pradesh Reorganisation Act. As per the Act, every new project has to get approval from the KRMB and Apex Council for which Union Water Resources Minister Uma Bharathi is the Chairman.

However, without getting any approvals the AP government has issued a GO for preparation of DPR, despite stiff opposition from the Telangana State government. In view of this, Joshi urged the Union Water Resources Ministry and CWC to advise AP not go ahead with the project.

In another letter, the TS Irrigation Principal Secretary said the Karnataka government had been going ahead with the construction of a barrage across river Krishna at Girijapur village in Raichur district. The Karnataka project is located upstream of Jurala irrigation project and has no permissions, he said.

Further, the Telangana State had requested Karnataka to send copies of DPR of the proposed barrage, get necessary permission for the same from the competent authorities. However, the Karnataka government did not bother to respond to its requests and going ahead with the construction of the barrage.

Terming this was an unauthorised construction which has no permissions and completion of it would adversely affect the allocations made to the existing projects in Telangana, Josh said.
