Hyderabad: Contrary to the assurance given by Telangana Chief Minister K Chandrasekhar Rao on clearing mess bills amounting Rs 7 crore, government officials are yet to carry out his diktat on release funds to the cash-starved Osmania University.

The CM had decided to clear mess bills amounting to Rs 7 crore from 2005 to 2015 at one go after holding a meeting with education department officials in November last. Osmania University officials said that the administration wrote a letter to government seeking Rs 9.25 crore for the period 2005-2015. But, government has decided to give only Rs 7 crore for the said period.

“Though the CM assured to release the mess bill at the earliest, nothing has moved forward,” said a senior official of the university. According to varsity sources, OU can function smoothly for a while if government release Rs 30 crore it owes towards mess and tuition fee due since 1998.

“University College of Arts students alone have mess and tuition fee amounting to Rs 10 crore,” said Principal Naidu Ashok. The delay in release of funds by government has put the university in a fix. Presently, the university administration has been adjusting funds to meet the mess charges from the tuition fee remitted by foreign students and the distance education account.

That apart, thousands of different certificates are held up in university colleges as neither students clear their dues nor does the government release the grants. “Cupboards are filled with certificates. If government clears the dues, all students will be given their certificates and the administration will start on a fresh note. Henceforth, we will collect the fee in time,” said Naidu. The presence of a huge number of non-boarders in the university hostels has become big problem for bonafide students and also for the administration.

While there are 16 hostels which can accommodate 13,000 students, it is learnt that nearly 30,000 students are staying illegally on the campus. Students lamented that inflated mess bills were due to non-boarders dining in the mess. On an average, a student receives a mess bill of about Rs 1,200 to Rs 1,500 per month, but the presence of non-boarders has inflated the bill to nearly Rs 3,000 per month.
