​Warangal: The Draft Master Plan-2031, which is gathering dust in the Secretariat for over three years, appears to be discarded as the authorities set their focus on preparing a fresh plan that suffices the needs of fast-growing Warangal City.

It’s been 44 years since the first Master Plan was implemented in the city. In 1981, the government established Kakatiya Urban Development Authority (KUDA) bringing 1,805 sq km area under its ambit.

Albeit it was mandatory for the administration to introduce a new plan after every 15 years, the successive governments failed to do so.

However, the authorities revised the plan in 2013 proposing to bring 2,105 sq kms area under its purview, it didn’t see the light of the day neither in the undivided Andhra Pradesh nor in new State.

In fact, the government didn’t even appoint the KUDA Board until recently. It may be noted here that the new Board headed by Marri Yadava Reddy assumed the office on November 9.

Deputy Chief Minister Kadiyam Srihari, KUDA Chairman Yadava Reddy and Board members, who have a lengthy discussion on Tuesday, found that there is an imperative need to formulate a comprehensive Master Plan that coordinates all future developments.

With the City already got selected under the Central Government’s Smart Cities Project, besides National Heritage City Development and Augmentation Yojana (HRIDAY), and Atal Mission for Rejuvenation and Urban Transformation (AMRUT), the authorities want to integrate them with the new Master Plan. This apart, the KUDA also wants to project development along the proposed 73-kilometer-long Outer Ring Road (ORR).

Speaking to The Hans India, Yadava Reddy said: “Making of the new Master Plan aimed at next 20 years involves taking into consideration the population projection, land use survey, socio-economic survey and industrial establishment survey.”

This apart, there is a need for coordinating with the administrations of Urban, Rural Warangal and Jangaon districts, he added.

Srihari said “There is a need for identifying separate zones for education, industries, automobile etc. in the Master Plan. With the alignment of ORR is completed, a detailed project report (DPR) for the ORR will be completed soon.”

Meanwhile, the KUDA has entrusted the responsibility of preparing the Master Plan to the LEA Associates South Asia Pvt. Ltd. India, a renowned consultancy in the industry, which successfully prepared the Greater Warangal Municipal Corporation’s Smart City proposal.

The LEA Associates was told to submit the Master Plan as early as possible so that the KUDA could issue the final notification by August 15, 2017.

Forum for Better Warangal president Pulluru Sudhakar said: “Unlike the last time, utmost importance should be given to the opinion of the stakeholders while preparing the plan.”
