Of the total budget, 16.38 per cent funds were allocated to SCs welfare while 9.08 per cent went to STs. ‘This has made us very happy and we thank the Chief Minister, K Chandrashekar Rao profoundly for his commitment towards progress of the scheduled castes and tribes,’ he said.

Speaking to presspersons here on Tuesday, Srihari said Telangana was the first State and Chandrashekar Rao was the first CM to come with alternate measures in the place of SC/ST Sub-plans. The Sub-plans become redundant in view of the Centre’s decision to do away with the practice of classifying expenditure as Plan and Non-Plan bringing in revenue and capital expenditure in their place.

In last budget, Rs 7,122 crores were allocated to SC Sub-plan while in this budget under SC Special Development Fund (SDF) Rs 14,375 crores were allocated; last year Rs 3,752 crores allocated to ST Sub-plan and this time Rs 8,165 crores allocated under STSDF, he explained.

Prior to preparing budget, several leaders of the party have asked the CM to ensure complete expenditure of SC/ST funds in a time bound manner and to punish the officials in case they fail to spend the funds. A provision to carry forward the unspent funds was also sought. The CM consented to the plea, he added.

The allocations prove the fact that how much the TRS government was dedicated to the cause of SC/ST welfare. Similarly the funds set aside for poorer sections, farming community and human resources development would ensure growth of the state in comprehensive manner, he noted.

Srihari asserted that foundation stone for the Textile Park proposed to be set up in Warangal would be laid in the month of this April. Though the exact date on which it takes was yet to be finalised. The CM would lay the foundation stone, he informed.

Preparing detailed project report and land acquisition completed, he revealed. He further added that in the current budget education sector witnessed an increase allocation of Rs 2,000 crore. This year, Rs 12,700 crores were set aside for education, while last years’ allocation was Rs 10,700 crores.

Despite all these, the opposition parties have been creating unwanted ruckus over budget. The people should understand the facts and reject the bad campaign by opposition parties against the government, he appealed.
If the opposition parties comes up with constructive suggestions the government would be ready to listen to them.

But disrupting the house proceedings would not be tolerated, he said with reference to suspension of TDP MLAs during the budget session. ZP Chairperson G Padma, MLAs D Vinay Bhasker and A Ramesh, KUDA Chairman M Yadava Reddy, TRS district president T Ravinder Rao and others were present.
