Bhupalpalli: The district administration has come up with an innovative proposal to involve the beneficiaries in the construction of double bedroom houses by forming a cooperative group.
The decision was taken in order to address the impediments often crop up in the construction of double bedroom houses, the District Collector, A Murali said. Executing the construction works of the houses in partnership mode could ensure their completion in a speedy manner.
He suggested that the beneficiaries should ensure that there should be 12 to 15 members in each group. The groups should give an undertaking, agreeing to carry out the process of curing of concrete and walls for 21 days.
Further the beneficiaries have to sign an agreement with the construction site engineer stating that they would bear one per cent of the project cost in the form of labour. Engineer of the concerned department and five members of the group should open a joint account in any bank. Every beneficiary should contribute Rs 1,000 as his share and deposit the same in the bank account.
Rs 25 lakh from the government would be given in first phase for the village selected for construction of double bedroom houses and the amount would be deposited in the account of concerned groups, Murali told The Hans India. The amount could be used to dig bore well to ensure water availability for the
construction.
The district administration would give training to the committee members elected by each group on how to handle the construction works, to take collective decisions, to note down the minutes of their meetings and others. The committee members should meet at least for an hour in a day to review the progress of the works. Care must be taken to maintain proper accounts of the transactions made in procuring material for the construction of the houses, the Collector suggested.
While purchasing the material, the committee members should convene a meeting of the group members. The purchase must be made after obtaining consent of all beneficiaries and quality of the material must be ensured during the purchase.
The Collector asked the engineering officials to closely monitor progress of works and give advice to site engineers concerned on maintaining quality of construction. After the beneficiaries group produces utilisation certificate to the district administration, the second phase amount would be released.
On completion of the houses, a plaque should be put in place with the names of the officials involved in construction of houses and land allocation. An audit team would later verify the accounts of the construction.
‘The task of construction of double bedroom houses is a noble one as it ensures a shelter to the poorer sections,’ Murali told the engineering officials of panchayat raj, RWS and irrigation and revenue departments.
