In March this year, the Cabinet Committee on Economic Affairs (CCEA) has increased the outlay for funding under Rashtriya Uchchatar Shiksha Abhiyan (RUSA) phase II by four-fold by allocating Rs 7101.72 Crore, to be given over a period of three years. Continuing with its mission of improving the access and quality of state universities 70 colleges will get a first-time grant of Rs 5 crore each, totaling Rs 350 crore for quality improvement initiatives.

The Union Minister of Human Resource Development, Prakash Javadekar making the announcement tweeted, “750 colleges will get Rs 2 crore each, totaling Rs 1500 crore for up-gradation of infrastructures like research labs, library, etc. For transformation of education, Government will give Rs 4 crore each to 75-degree colleges for upgrading them to model degree colleges,” according to a report at careers360.com.

Again on May 25, it turned out that an amount of Rs 4,889 crore grant to support 1012 higher educational institutions across the nation was approved by the Project Approval Board (PAB) of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) which functions under the HRD Ministry. Javadekar described the move as unprecedented. RUSA) is a Centrally Sponsored Scheme (CSS) launched in 2013 aims at providing strategic funding to eligible state higher educational institutions.

The central funding (in the ratio of 60:40 for general category States, 90:10 for special category states and 100% for union territories) would be norm based and outcome dependent. In February 2011, the Central government has introduced a new scheme to provide central assistance for setting up of a model degree college in each of the identified 374 educationally backward district where Gross Enrolment Ratio (GER) for higher education is less than the national GER.

Under the Scheme the Central Government shall provide assistance to the extent of one third of the capital cost for establishment of each college, limited to Rs.2.67 crore. For special category states (i.e. all North-Eastern States Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura, Assam, Sikkim, Jammu & Kashmir, Himachal Pradesh and Uttarakhand), the central share shall be 50 per cent of the capital cost limited to Rs. 4 core for each college.
