The Ministry of Health & Family Welfare has been implementing a scheme namely “Capacity Building for Developing Trauma Care Facilities in Govt. Hospitals on National Highways” since the 11th Five Year Plan with overall objective of bringing down preventable deaths because of road accidents to 10 per cent by developing a pan-India trauma network in which no trauma victim has to be transported for more than 50 kilometers and a designated Trauma Care Facility is available at every 100 Km of the National Highway.

During the 11th Plan, 140 hospital were identified for upgrading the Trauma Care Facilities along the National Highways. During the 12th plan, it has been decided to establish 85 additional Trauma Care Facilities preferably in States/UTs which were not covered in the 11th Plan. Besides Ministry of Road Transport & Highways has provided 134 advanceD Life Support AmbulanceS to the trauma care CENTRES, identified by Ministry of Health & Family Welfare during 2008-2013 under the National Highway Accident Relief Service Scheme (NHARSS).

Ministry of Road Transport and Highways had launched three pilot project for cashless treatment of road accident victims on following stretches of National Highways:-

(i) Gurgaon - Jaipur stretch of National Highway (NH) No.8.

(ii) Vadodara – Mumbai stretch of NH No. 8

(iii) Ranchi – Rargaon – Mahulia stretch of NH No. 33.

The objective of the project was to save lives of accident victims by providing prompt and appropriate medical care during 'Golden Hour", and thereby reduce fatalities and disabilities due to road accidents. The project envisages transport of accident victims from the accident scene to hospital and, where required, from one hospital to another for treatment at a public or private hospital for the first 48 hours or Rs. 30,000/-, whichever is earlier.
