Can the govt fulfil job assurances?

Most of the jobs that were listed have to be filled up through AP Public Service Commission (APPSC). But the government has neither informed about its decision prior to cabinet nod nor sent any note following the decision.

“We have not been communicated anything regarding any job drive so far. Even, there is no reply from the government to our earlier letter which sought for a go-ahead for some of the posts that have been put in abeyance due to social strife” Chittaranjan Biswal, Chairman of the APPSC told a select group of media men on Wednesday.

“We are ready to hold any exam at any given point of time but it is the government which takes a call” he added.

Experts question the ability of the government to take up recruitment on a massive scale given the uncertain atmosphere and the complex issues like local, non-local allotments involved. Government could not make a step forward in the direction with regard to its announcement of filling of nearly 5,000 jobs in the last cabinet meeting held on September 25 this year.

Government has then assured that 2,825 additional teacher posts in residential schools would also be filled up. In addition to this, 392 posts in transport department including five deputy transport commissioners, 8 road transport officers, 50 motor vehicle inspectors 100 assistant motor vehicle inspectors and two assistant secretaries. The government would fill up 1105 posts in AP Genco would be filled up. But nothing has moved so far in recruitment so far.

This time around, the cabinet approved 8,484 posts in 44 ICDS projects, 3820 posts in Forest Department, 74 lecturers, 92 engineers, 19 technical assistants, 543 gezetted and 4692 non-gazetted posts along with 194 lower cadre posts.

“But how? We should take up one by one and nothing can be done beyond March when the model code of conduct comes into force and nothing can be done till June 1 next year. In the limited time, even if the government sends us to the note in the next couple of weeks, it will be impossible to execute immediately” a senior member of the Commission explained.

Lack of clarity over implementation of Article 371-D is likely to come in the way if any clearance from the government is given, observers.

“The air should be cleared as far as job recruitment is considered. What will happen if another round of agitations start after the Bifurcation Bill is pushed forward? A bandh call has already been given in one region and the same may follow soon on the opposite side. So, government’s announcements may end up just as a poll stunt” an observer remarked.
