This agreement was concluded in the frameworks of the working trip of Nikolay Spassky, Deputy CEO of Rosatom to Nigeria which took place on October 6-7. During the trip Nikolay Spassky held negotiations with Franklin Erepamo Osaisai, Chief Executive Officer of the Nigeria Atomic Energy Commission (NAEC). Nikolay Udovichenlo, Ambassador Extraordinary and Plenipotentiary of Russia in Nigeria also took part in the discussions.

The work on the document had been carried out for the recent months. The Parties arrived at agreement presupposing that the Memorandum itself will have been signed in Moscow by the end of the next year.

Earlier in April Bloomberg cited Mr. Osaisai saying that Nigeria was holding negotiations with Rosatom on nuclear facilities construction. The matter concerned 4.8 GW of installed capacity due to be constructed by 2035.

In June 2012 Russia and Nigeria signed an Intergovernmental agreement on cooperation in designing, constructing, exploiting and decommissioning of NPPs in Nigeria. This is a framework agreement defining the main principles and conditions of cooperation in NPP construction in Nigeria. In particular, the parties agreed on complex NPP construction plan preparation as well as consolidation of the necessary regulatory framework in nuclear sphere in Nigeria.
