"We know that operations were being prepared and are still being prepared, not only against France but other European countries too," he said.
France would be living with the threat of terror attacks "for a long time", he said.
Valls said he was struck by the fact that young people had been targeted in Friday's attacks on a concert hall, bars and restaurants and outside the Stade de France stadium that left 129 people dead.
"Once again the terrorists have attacked France, the French people, young people. Many young people are dead," he said.
French warplanes pounded the Islamic State group's de facto capital in Syria on Sunday, in the first such strikes since a wave of coordinated attacks claimed by the jihadists left 129 people dead in Paris.
As the nation prepared to mourn the victims of the carnage in a minute of silence on Monday, a dozen warplanes dropped 20 bombs on IS targets in the Islamists' stronghold of Raqqa, signalling the French government's resolve in its fight against the group.
French police carried out dozens of pre-dawn raids on suspected Islamists today, focussing particularly on the Lyon area where they made five arrests and seized "an arsenal" of weapons, police sources said.
Thirteen raids were carried out around the southeastern French city, leading to five arrests and the seizure of a rocket launcher, a Kalashnikov assault rifle, bulletproof vests and handguns, local police said.
Valls said there have been 150 police raids overnight in the country.
