The acting UN disarmament chief says a team seeking to assign blame for chemical attacks in Syria's civil war will make its first trip to Damascus "very soon."


Kim Won-soo told reporters after briefing the UN Security Council that a "status of missions agreement" needs to be signed with the Syrian government so that the new international body can operate in the country.

He said the investigative body became operational on November 13 and has been analyzing the reports of three fact-finding missions by the chemical weapons watchdog. Its experts determined with "a high degree of confidence" that a toxic chemical, almost certainly chlorine, was used in Syria last year.

The UN Security Council in early September authorized an expert body to identify who carried out chemical attacks in Syria.
