In their negotiations with TRAI Facebook and (Telecom Regulotary Authority of India) are off to a bad start as the latter criticized the social media's attempt to respond to consultative policy exercise into what the government body called a "crudely majoritarian and orchestrated opinion poll". In other words, Facebook asked its users to send Free Basics support messages to TRAI.

TRAI accuses Facebook of having turned a "consultative policy exercise" into what could be regarded as a massive lobbying action. Indeed, 14 lakh messages from Facebook's platform users were sent to TRAI defending Free Basics project but all were rejected forcing the social media to draft new responses while the regulator extended its deadline.

But in reality, TRAI explained back in a letter the consultation paper was not about one specific product, such as Free Basics, but about the policy on different pricing altogether.
