All of the victims apparently suffered heart attacks while trying to shovel snow.

Meanwhile, the travel ban has been lifted from New York and traffic has resumed.

"Travel ban was lifted at 7am and traffic has resumed. Exercise caution - there's still a possibility of black ice and refreeze tonight. Thank you to New Yorkers - I know the travel ban was inconvenient, but in true NY'er fashion, you rallied one for the other," Cuomo tweeted.

More than 26" of snow fell in parts of New York City in one of the all-time largest snowstorms for the city and at least 19 deaths were blamed on the storm.
