Hyderabad: Chief Minister K. Chandrasekhar Rao has categorically stated that only farmers holding farm land with patta pass book would get the benefits of Rythu Bandhu scheme and they are only farmers. He said that the State Government does not consider the tenant farmers and coolie farmers as farmers. Hence these sections of farmers will not get any benefit, he said.

The Chief Minister also made it clear that the recently launched Central Government's scheme of transferring Rs. 6,000 to the farmers who are holding less than 5 acres of land is not included in the Rythu Bandhu scheme and it would be paid separately. The Central Government has limitation of giving support to only poor farmers not to all the farmers, he said.

The Dharani Website which is under construction will be functional soon. In this website, land records of all the farmers along with the financial transaction they had with banks and other financial agencies would be incorporated. It will also have the details of transfer of property. Similarly, in the Tribal areas, the pattas will be issued to the Tribals after the Parliamentary elections are over, he said.

Replying on the debate on Vote on Account Budget which was presented in Assembly on Friday, Chief Minister gave replies to several queries raised by Congress members Sridhar Babu and Sabita Indra Reddy, BJP MLA member Raja Singh and TDP MLA Sandra Venkat Reddy. The Chief Minister has refuted the allegation of the opposition members that not a single Mega Watt of power has been generated from the power plants started by his government. He said in the last 5 years, solar power generation has gone up to 3,600 MW and another 800 MW from Bhupalpally Power Plant was added. For the same reason, the State Government is able to supply 24 hours power to all sectors.

The Chief Minister also made it clear that he has promised to waive the loan amount of houses constructed during Congress regime of only to Weaker Section Housing Scheme, not to Rajiv Swagraha Housing scheme or any other scheme as the occupants of Rajiv Swagraha Scheme were rich people.

He said all the Municipalities and Gram Panchayat should maintain financial discipline on their own. He said that the government would bring in new Municipal Act and also revise the Property Tax rates soon. The Local Bodies has to clear the electricity, water bills and charges on bulk supply of water to Mission Bhagiratha Commission every month. He also said that the issue of birth certificate, caste certificate and income certificates would be simplified through a new Municipal Act.
