New Delhi: The UPA government is mulling Special Session of Parliament for passing the Telangana Bill, as it is finding it difficult to transact any business in the House due to constant disruptions. Sources in the government admitted that with only 7 days left for the Winter Session of Parliament to get over, it looks difficult that the Bill will be passed in this session.
The extension of the House, after the Christmas celebrations, will also not help as most of the political parties are bent upon pressing their agenda in the last session of Parliament. The principal Opposition party, the BJP, has made it clear that it will “not cooperate” with the government on crucial legislations.
The BJP is annoyed with Lok Sabha Speaker Meira Kumar for allowing the JPC Report on 2G Spectrum to be tabled in the House and is contemplating to move a No-Confidence Motion against the Speaker. Given the pandemonium in the House, where the functioning of the government has been paralysed for the last six days, it seems that the entire session would be a wash out.
“Unless we convene a Special Session, it will be difficult to pass the Telangana Bill,” stated a senior leader. Besides, the BJP focusing on the 2G spectrum issue, the BSP is demanding dismissal of the Akhilesh Yadav government in Uttar Pradesh and the SP is stalling the proceedings of Parliament to highlight the issue of price rise.
The Seemandhra Congress MPs, the TDP and the YSRCP have already given No-Confidence Motion notices against the UPA government for attempting to create a separate State of Telangana. Intere stingly, except for the Congress, no other party is really keen to pass the Telangana Bill.
The BJP has vowed support to the Bill only if it is brou ght to Parliament by the government. Since the initiative has to be taken by the Congress, the BJP has adopted a wait-and-watch approach. The Congress is thinking of calling the Special Session of Parliament in January itself, where besides passing the Telangana Bill, it can seek a Vote-on-Account, before going to polls.
The ongoing session may not be prorogued, enabling the government to convene the Special Session without having to go through the formality of the customary President’s Address to the Joint Sitting of both Houses of Parliament in the first session of the calendar year.
There is a precedent of the Winter Session of Parliament being adjourned sine die without being prorogued. Vajpayee had adjourned the Winter Session sine die on December 23, 2003, and reconvened the same session on January 27, 2004, without the customary President's address.
