New Delhi: The Rail Budget was derailed on Wednesday on the Telangana issue, with the Union Ministers from Seemandhra trooping into the well of the House and forcing Union Railway Minister Mallikarjun Kharge to cut short his speech and lay it on the table of the House. Prime Minister Manmohan Singh commenting on the unruly scenes said, "My heart bleeds to see what is happening in the House. It is sad democracy that such things are happening after all appeals for calm." Unmoved by the Prime Minister's comments, HRD Minister M M Pallam Raju, instead, found fault with his remarks, terming it as unfair. He said that protesting in the House was the only option for the MPs to register their resentment over the issue, which was vital to their survival.

Textiles Minister Kavuri Sambasiva Rao also rebutted the Prime Minister, saying, "My heart bleeds, too. You can't divide the State because of a few seats or political advantage." Unruly scenes were witnessed in the Lok Sabha, as four Union Ministers from Seemandhra - Kavuri Sambasiva Rao, D Purandeshwari, K Chiranjeevi and K Suryaprakash Reddy - were in the well of the House, while HRD Minister M M Pallam Raju and Killi Krupa Rani were seen supporting the Bill, by standing in their seats. YSRCP leader Y S Jaganmohan Reddy also joined the MPs from Seemandhra. Situation turned ugly, when Manda Jagannath from the TRS and N Sivaprasad from the TDP almost came to blows.

It was due to the swift action of Sharad Yadav (JD-U), Jagadambika Pal (Cong) and Saugata Roy (Trinamool Congress) that they prevented a scuffle between the two MPs from Telangana and Seemandhra regions. Jagannath, apparently, got angry when Sivaprasad was tearing papers from the Bill and throwing it on the Chair. So far, the session has been a washout with Seemandhra MPs paralyzing both the Houses of Parliament over the Telangana issue. Congress High Command was forced to expel six MPs yesterday, hoping that the party will succeed to bring some decorum in the House. Now, with the Ministers coming forward to protest, the Congress has little hopes that the Bill will be passed.
