The Tribunal stayed the findings on a petition filed by Dr. Pachauri challenging the panel’s report. In a brief order the Tribunal said “the counsel has taken me through the enquiry report of the committee and has pointed out that principles of natural justice have not been followed at all by the said committee” and said it was contrary to Rules.

While issuing notice to the respondents returnable on July 15, the Tribunal stayed the operation of the report. In his appeal, Dr Pachauri told the Tribunal that the report had exposed serious procedural errors, factual inaccuracies, legal lapses and prejudicial conduct by the ICC and it was based on conjectures and surmises.

He stated that he was prevented from sufficiently defending himself because the ICC withheld anonymous statements from unknown witnesses.
