Dharmender was arrested from Puranpur Police Station area on Sunday, said Circle Officer SKS Partap.
A purported video of him making objectionable remarks against the community went viral on social media, after which a complaint was filed against him, he said. Last month, neighbouring Saharanpur district had witnessed bouts of inter-caste clashes between Dalits and Thakurs.
