Time has now come for a drastic overhaul of our parliamentary system. Rajyasabha has become a place for those politicians who either do not get elected or are nominated by their political leaders. Although there are persons of eminence who are nominated by political parties their number is miniscule in Rajyasabha. The political nominees far outnumber the eminent persons and the primary agenda of these political nominees' is to fight for the view point of their political parties and push the agenda of only that political party which has nominated them to the Rajyasabha.

The original intent behind having Rajyasabha was to have people of eminence, like scientists and experts in education fields as well as those people whose contribution to society was huge. The idea behind nominating people of eminence was to properly guide the Lower House of Parliamentarians in cases where there were conflicting opinion on Bills which would have national ramifications. That is the reason they were called "Elders". However, with large number of Rajyasabha members coming from poltical background the very purpose for which the Rajyasabha was conceived has been defeated.

Similar is the case of Legislative Council Members in all the States of India. The MLCs, as they are referred to, do not contribute much as Legislative Councils have become shelters for most of the candidates who have either lost their deposits in Elections or are pure political appointees/nominees.

In essence, the Rajyasabha members' contribution as well as the members of state legislative council are not noteworthy at all. In fact, they are a huge drain on the country exchequer. A very serious nationwide debate is called for on the issue of abolishing the Rajyasabha at the centre and Legislative Councils in all the States of India.
