Irrigation dept revives Survey wing . In a major move, the Telangana State Irrigation department has decided to revive the Survey and Investigation wing in the department, which was scrapped during the time of Chief Minister YS Rajasekhara Reddy.

Hyderabad : In a major move, the Telangana State Irrigation department has decided to revive the Survey and Investigation wing in the department, which was scrapped during the time of Chief Minister YS Rajasekhara Reddy.
Reddy who had launched the Jalayagnam project in the undivided state had introduced EPC ( Engineering , Procurement and Construction) system for the execution of the irrigation projects. The main objective of the Survey and Investigation wing is to take up the project studies and prepare plans for the construction of new irrigation projects.
As part of the re-engineering of the projects, as announced by the Chief Minister K Chandrashekar Rao recently, the government has decided to annul the existing EPC system which reduced the role of the Irrigation department to be a mere spectator.
All work from preparing the DPRs (Detailed Project Reports) to completion of the projects was being done by the private contractors and consultancies. Even for quality control a third party quality control system was introduced.
It may be mentioned here that, the opposition parties which had opposed the Jalayagnam projects and various organisations which opposed EPC on environmental grounds had alleged that the private companies swindled public money in the name of mobilisation advances and that they had exploited natural resources during the construction of the projects.
The officials of the state Irrigation department said that from now onwards the survey and investigation will be the core wing in the department. It has been authorised to oversee the project designs and construction from time to time.
To speed up the works and for the administrative convenience, one office will be located in Hyderabad to look after the irrigation issues in the districts of Southern Telangana and another one will be opened in Karimnagar to monitor the projects in Northern Telangana districts.
Before deputing the officials, a special training will be provided to all the engineers selected in the wing with the retired officers who worked and executed project works in the same department 10 years ago.
