Hyderabad: In a span of three months, the Telangana government launched two programmes i.e. ‘Mana Ooru-Mana Pranalika’ and Grama Jyothi with an aim to strengthen gram panchayats in the months of June and August respectively. But no funds were allotted till date.

According to an RTI, the present position of devolution of powers in the state of Telangana indicates that out of 29 items only 10 were transferred to gram panchayats.

Forum for Good Governance Secretary M Padmanabha Reddy said that as per Article 243-G, the State government has to transfer 29 items to gram panchayats to make them institutions of self governance.

By merely announcing schemes without allotting funds democratic decentralisation would never happen, he said. In June and August, after the announcement of programmes,

mandal level officials visited the villages and constituted committees on subjects like education, health, drinking water, sanitation and prepared plans for development but it remains on paper.

At present, even for a borewell and an internal road the MLA was involved. The MLAs too were not keen for devolution of powers as they would be losing out on control over the villages, opined Padmanabha Reddy.
