Respected CM of Telangana State Shri KCR Sir,
Greater Hyderabad City has been chosen and is to be developed as a smart city along with 97 other cities across India. And Greater Hyderabad has been shortlisted to be among the first 20 cities in the initial and first phase to kick start the works. So Hyderabad City would get Rs. 500 crores from the centre over a period of 5 years for development of the city. Hyderabad, as a smart city, would be able to attract investments from the global markets and would be able to compete with the other cities.
Smart cities are to provide best of the roads, civic amenities, mass transportation facilities, clean and green environment, better connectivity to different parts of the country, security to the public, etc. In simple, concept of smart city is to make the life easier for the people.
Best roads means improving the present condition & quality of the roads, widen the existing roads to provide smooth flow of public, identify the traffic bottle necks, build flyovers and sky-ways where required, and also to plan and provide for new roads to decongest the roads with the ever growing traffic. Smart City does not mean closing of any existing roads which have become the lifeline of the city, but improve these roads further and also add new roads. Secunderabad and Secunderabad Cantonment are part of Greater Hyderabad City and not outside of it.
But the army officials in Secunderabad Cantonment Area are clearly playing a spoil sport by already closing some of the roads and imposing severe restrictions in public movement, and further trying to block some more of the main roads which are acting as the lifelines. This senseless decisions & actions of the army officials is putting the public to severe hardships. 20 lakh people are getting affected overall and over 100 thousand vehicles use and pass through these roads during all hours.
The army officials are clearly aware of this but would like to feign ignorance, stick to their adamant and egoistic stand and still go about closing the roads and blocking them entirely. The acts of army officials are not just inhumane but also grossly illegal for they are not following the laid down procedures while attempting to or in resorting to closing the public.roads. They are ignoring and violating the Section 258 of the Cantonment Act and they are also ignoring the orders of MoD dt. 07th January 2015. By obstructing the movement of common public, the army officials are clearly obstructing and hindering the development of a city like Greater Hyderabad, the Pride of Telangana.
Cantonment Board has 8 elected members in the governing council and 7 of them are from TRS party and are clearly in strong in place to decide on the course of decisions and actions taken by the Cantonment Board. They have all resolved (including the one not belonging to TRS) to stand with the public and support their cause. TRS govt. should be firm in their resolve and not allow some egoistic army officials to throw a spanner in the wheel of development in Greatrer Hyderabad City. Even if they are from Indian Army. We respect our armed forces personnel and we expect them to respect us too and not treat the civilians as inferior beings, aliens or even their enemies.
With best regards,
Sincerely,
S. Anoop Kumar
