Hyderabad: There is an acute shortage of doctors with Diploma in Public Health (DPH) resulting in large number of vacancies in the department. According to officials even when advertisements for recruitment were given, the response has been very poor.

As a result the GHMC has been continuing with the services of Assistant Medical Officers of Health (AMOHs) even after completion of their term. About 15 AMOHs are still continuing in their post even though no extension orders were given by either Corporation or the State government.

Persons holding a Diploma in Public Health along with an MBBS degree are eligible for recruitment as medical officers of health by civic bodies. The AMOHs are responsible for checking the outbreak of epidemics like diarrhoea, issue of birth and death certificates, trade licences and food contamination apart from overseeing sanitation works. Every municipal circle has an AMOH in-charge of health and sanitation works.

As per official records of GHMC, only 4 AMOHs are yet to complete their tenure. Of them, Circle 9 AMOH K Rama Rao has two days, Circle 2 K Mallikarjun has 45 days, Circle 10 AMOH Laxman Singh has 15 days and Circle 4 AMOH G Vijay Kumar has one year to complete their term.

Remaining AMOHs M Manohar, working at GHMC head office has been continuing in his post since 7 years and three months even after completing is term, Y Venkat Ramana Circle 8 since six years and eight months, B Palvan Kumar and T Sudha Rani since four years and P Muralidhar Gupta since 5 years. The erstwhile united Andhra Pradesh government had also issued a GO on April 23, 2014 and asked Muralidhar Gupta to report to his parent department.

About 15 AMOHs in the GHMC limits do not satisfy the eligibility criteria and some others do not have required DPH from the recognised universities. Many among them are facing corrupt allegations.

There are about 30 DPH seats in about 9 government and 21 private medical colleges in the State. The doctors with DPH are eligible for the post of municipal medical health officer and tutor for social preventive medicine (SPM) and the pay scale for the both the posts are same.
