Hyderabad: The decision by the Greater Hyderabad Municipal Corporation (GHMC) to receive applications for Layout Regularisation Scheme (LRS) and Building Penalisation Scheme (BPS) online has proved to be a windfall for architects.

Applicants are forced to hire the services of the architects to apply for regularisation schemes because it involves cumbersome procedure. The applicant has to upload scanned encumbrance certificate (EC), sale deed document, market value copy, building plan with layout details. Architects are charging between Rs 8,000 and Rs 10,000 for preparing each layout depending on the location of the building.

"Even though I have hard copies of necessary documents to apply online, I cannot prepare layout plans. I have no choice but to seek the help of an architect ", said K Ramchander, a resident at Begumpet. “My application was rejected repeatedly. When enquired, I was told that the scanned copies I had uploaded exceeded 15 megabits,” said another applicant B Rajesh, a techie.

“If this was the case with me, how a layman can upload the online application,” he wondered. The GHMC officials, however, said the online system was introduced only to curb irregularities but not to trouble the applicants. They asserted that the GHMC would continue with online system to ensure transparency.

The civic body officials further stated that so far the GHMC has only received 5,000 applications under BPS and LRS and are confident to receive at least 50,000 applications in the stipulated time ( by January first week) in the GHMC limits. The GHMC is expecting to generate about Rs 800 crore through both LRS and BPS, they added. Meanwhile, the Hyderabad Metropolitan Development Authority (HMDA) under LRS and BPS has so far received 2,949 applications online.

The HMDA received 2,050 applications under LRS and 526 applications under BPS. It received 180 applications under LRS and 1 under BPS from Nalgonda, 127 under LRS and 53 under BPS from Medak and 75 under LRS and four under BPS from Mahabubnagar districts were also received to the authority. The HMDA collected Rs 2.94 crore towards application fees at the rate of Rs 10,000 each.
