Roads are one of the basic modes of transportation system and also an important priority sector of Infrastructure. Systematic development of road network is one of the important pre-requisites for development and acceleration of Socio- economic growth.

Road Network:

Roads are one of the basic modes of transportation system and also an important priority sector of Infrastructure. Systematic development of road network is one of the important pre-requisites for development and acceleration of Socio- economic growth. Among the different modes of domestic transportation systems, Road transport carries more than 80 percent of the Goods and Passenger traffic. The network of roads, particularly from rural to urban facilitates speedy movement of goods and services and ensures higher growth trends, social integrity and well being of the society. The productivity and efficiency of Road transport is directly linked with the availability and quality of Road network.

R & B Department maintains major corridors in the Telangana state with road network of 26818 KMs with details as follows

The assets of the R&B department are improved under various State and Central schemes as follows:

NON-PLAN (SH & MDR) - REPAIRS & MAINTENANCE:

The State Roads wing maintains a length of 24245 Kms which includes State Highways (Non Corenet), Major District Roads and other District Roads using the State Budget grant under “Non-Plan”. There are two types of maintenance works i.e., (i) Routine Maintenance (Annual maintenance) and (ii) Periodical Maintenance on the roads which are riped for renewal.

PLAN (SH & MDR) – Capital Nature:

• Under Normal State Plan, original works i.e., Capital Nature of Works (other than maintenance nature) are taken up. The main focus under the scheme is that works will be of new road formations, construction/widening of new bridges, widening, strengthening of the existing roads.
• Widening of roads Single lane to Double lane connecting Mandal Head Quarters with District Head Quarters
• 139 roads are Administratively sanctioned vide G.O.Rt No 129, T(R&B) Dt 27-11-2014, for widening of roads Single lane to Double lane connecting Mandal Headquarters to District Headquarters for 1973 Kms at a cost of Rs. 2572.50 Crores.
• 136 roads are Technically sanctioned for 1796 Kms at a cost of Rs. 2434.15 Crores
• Works in progress – 125 Nos covering a length of 1630 Kms at a cost of Rs. 2213.07 Crores.
Widening of Single lane roads to Double lane for Some Major District Roads/State Highways/Core Road Network
• To cater to the increased traffic, some of MDRs/SH’s/CRN 258 works are Administratively sanctioned vide G.O. Rt. No 130, T(R&B) Dt 27-11-2014, covering a length of 2747 Kms at a cost of Rs. 3668.32 Crores.
• 194 works are Technically sanctioned for 1947 Kms at a cost of Rs. 2412.76 Crores
• Works in progress – 120 Nos covering a length of 1078 Kms at a cost of Rs. 1388.01 Crs.
• Works completed 10 Nos covering a length of 43Kms at a cost of Rs.48.15 Crs.

Construction of Bridges

• 358 works are Administratively sanctioned vide G.O.Rt No 131, T(R&B) Dt 27-11-2014 for construction of new bridges on Godavari, Krishna Rivers & their tributaries and construction of bridges in place of Dilapidated Bridges and at un bridged crossings at a cost of Rs. 1718.27 Crores.
• 130 Bridge works are Technically sanctioned at a cost of Rs.66.14 Crores
• Works in progress – 74 Nos at a cost of Rs. 343.75 Crores.

Other Plan Works

• 190 works are sanctioned for a length of 1472 Kms at a cost of Rs.2138.22 Crores.
• Works Completed – 86 Nos covering a length of 669 Kms at a cost of Rs.617.83 Crs.
• Works in progress – 82 Nos covering a length of 628 Kms at a cost of Rs.1177.49 Crs.
• Periodical Renewals
• It is planned to take up renewals for 5500 Kms at a cost of Rs. 1600 Crores
• Total Works Technical Sanction Accorded – 722 Nos covering a length of 5426 Kms at a cost of Rs. 1588.69 Crs.
• Length Completed – 3470 Kms at a cost of Rs.947.15 Cr.
• Works in progress – 2755 Kms at a cost of Rs. 908.72 Crs.

Railway Safety works:

Road Over / Under Bridges (ROBs/RUBs) are mainly constructed in lieu of busy level crossings (manned) where Train Vehicular Units (TVUs) are more than 1.00 Lakh. The Constructions are being taken up under cost sharing basis with Railways on 50:50 basis as per the norms of the Ministry of Railways. The proposals for ROBs/RUBs are being approved by Railway Board.
Further, as per public representations, ROBs/RUBs are being taken up at LC’s which are having less than 1.00 Lakh PCU’s cost towards these work is not shared by Railways and are taken up under 100% share from Government of Telangana.
The Details of ROBs/RUBs both under 50:50 Share and 100% by Govt., of Telangana are at various stage of construction.
18 works are sanctioned for construction of new ROB/RUB at a cost of Rs 490.25 Cr
Total Works T.S. Accorded – 16 Nos at a cost of Rs. 480.25 Cr.
Works in progress – 14 Nos at a cost of Rs. 413.25 Cr.

CORE ROAD NETWORK (CRN) – CORENET ROADS:

REPARIS & MAINTENANCE under NON-PLAN (Corenet work roads):

The CRN wing of R&B Department maintains the High Density corridors of 4020 Kms using the State Budget grant under “Non-Plan”. There are two types of maintenance works i.e., (i) Annual maintenance and (ii) Periodical Maintenance on the roads which are ripe for renewal.

RDF– RURAL DEVELOPMENT FUND (AMC):

Rural Development fund works are taken up with Agricultural Marketing committee funds from the year 2008-09 onwards in order to improve the connectivity of rural areas and to transport the agricultural produce to the nearby market yards. Under this scheme improving non BT road to BT standard and construction of Bridge works are taken up.

Grant for 2015-16 for RDF scheme is Rs 135.00 Crores, out of which expenditure incurred so far is Rs.30.71 crs.
56 road works covering a length of 322 Kms + 35 bridges at a cost of Rs. 180.77 crs are taken up.
10 road works covering a length of 43.04 Kms + 1 bridge at a cost of Rs.19.06 crs were completed.
37 road works covering a length of 220.31 Kms + 5 bridges at a cost of Rs.82.08 crs are in progress

Administrative sanction for an amount of Rs.231.10 crs in respect of 14 Nos of works with a length of 147.20 Kms for development of road Network in backward areas of Adilabad, Karimnagar, Warangal and Khammam district is accorded vide G.O.Rt.No.1, T.R&B.Dept. Dt.02-01-2016. Proposals for diversion of forest land for laying these roads is under process.

NABARD RIDF-Rural Infrastructure Development Fund:

Under NABARD scheme projects for improvements of roads from non BT to BT standard, roads to give connectivity to villages, Widening of important and construction of Bridges in rural areas are being selected.
Grant for 2015-16 for NABARD scheme is Rs 277.07 Crores, out of which expenditure incurred is Rs 43.77 Crores.
199 works covering a length of 647 Kms + 92 bridges at a cost of Rs. 838.74 crs were taken up during tranches RIDF XVI-XXI.
82 works covering a length of 348 Kms + 29 bridges at a cost of Rs. 253.00 crs were completed.
57 works covering a length of 205 Kms + 34 bridges at a cost of Rs. 253.88 crs are in progress.
