Hyderabad: National Informatics Centre (NIC) employees have been holding a silent protest by wearing black badges since July 11 over the Centre’s reluctance to review their promotions that have been pending since five years.

According to employees, the performance appraisal reviews on promotions have not been conducted since January 2011 on the pretext that a majority of the employees do not meet the criteria of minimum educational qualification.

The inordinate delay has deprived several eligible employees of not one but two promotions by July 2016 (based on the residency period and taking into account the antedating as per the Central Administrative Tribunal).

“Sadly, there seems to be no effort being made for resolving this issue which has started to affect their day-to-day functioning,” said a leader based in Telangana and representing the All India National Informatics Officers Association (AINOA).

“They have been demanding that one in-situ promotion be granted to all eligible candidates based on the ACR (Annual Confidential Report) or APAR Annual Performance Appraisal Report) for their respective residency period. The reviews should be started at the earliest for those who have become eligible for the next higher posts,” said K Rama Subba Reddy, the secretary of AP’s chapter of All India National Informatics Officers Association.

Administrative reasons are also being as another important factor by employees for the delay in promotions. The antedating of dates for promotion has not been done despite orders from CAT. In the absence of antedating, the new review process would result in skewed seniority of employees.

The policy change in qualification criteria 2011 affected 170 NIC employees in TS & AP. At the national level, there are about 3,500 employees working for NIC in about 600 districts with its centres spread across 36 locations. Employees are eagerly awaiting the Central government’s decision on promotion, which would improve their financial prospects.

Meanwhile, BN Shetty, president of AINOA informed The Hans India that the Association on Monday represented the issue at various levels, including Prime Minister’s Office, Union Ministry of Information Technology, Department of Personnel & Training and other departments concerned.

“Something should have been promised, but unless the government adopts a policy we doubt that the issue would be resolved. They have a policy issue which was adopted in 2011 without holding due consultations,” he said.
