Hyderabad: The Anti-Corruption Bureau (ACB) has submitted a confidential report to the State government, giving suggestions to end corruption in the Greater Hyderabad Municipal Corporation and build better and quality roads.

The ACB sources told The Hans India that the report was compiled on being directed by IT and Municipal Administration Minister K T Rama Rao.

Sources said the government had asked the ACB for a report after city roads were battered in September following heavy rains.

The report was sought keeping in view of the huge expenditure being incurred year after year on laying and maintenance of city roads.

The GHMC projected an outlay of Rs 1,956 crore in the 2015-16 budged, while the same was a little higher in the current financial year.

Sources said the Minister was unhappy over the bad shape of roads despite spending hundreds of crores of rupees and wanted to know the exact reasons and the corrective measures to be taken.

Accordingly, a multi-disciplinary team of the ACB spoke to contractors, quality inspectors, manufacturers, material suppliers and engineers of the GHMC before compiling the report, sources said.

During the exercise, the ACB officials had discovered that tenders relating to road works were made in excess of estimated cost and the contractors, each one of them having several bogus firms, operated in syndicate.

Sources said it was found that the contractors had employed the forms of palm-greasing to corner the works.

Some engineers posted in GHMC had earned huge money within no time and amassed ill-gotten wealth, ACB sources said, adding that the roads were getting damaged because quality standards were compromised.

It is learnt the ACB report suggested to the government that an independent third party quality control agency be appointed to oversee the works.

The ACB report also suggested registration of criminal cases against the contractors, engineers and other staff who were allegedly involved in corrupt practices.

The sources also said that the government may constitute an exclusive multi-disciplinary team either consisting of the police attached to Crime Investigation Department (CID) or the Detective Department of the city police for this purpose.
