Hyderabad: Lack of clarity on the implementation of “Ek Bharat Shreshtha Bharat" programme launched by the Prime Minister is disabling the Telangana government to take it forward.

State Tourism department sources said that the scheme has been promoted by the Centre to strengthen the bonds among people of different states in the country.

Accordingly, different states in the country have signed Memoranda of Understanding (MoUs) with one another on October 31, this year. The MoU provides for taking up a year-long programme consisting of 27 aspects which would help in showcasing the rich heritage and culture, customs and traditions of either state for enabling people to understand and appreciate the diversity of the country.

Following this, the Telangana state had signed a MoU with Haryana and both states will have to implement a 27-point programme envisaged by the Centre under the scheme. As part of this, each state will have to foster a sense of common identity by creating an environment to promote learning between states by sharing best practices and experience.

However, the outcomes of the scheme are to be achieved by implementing several initiatives like holding film festivals, cultural, traditional and culinary exhibitions, exchange of cultural groups, poets and writers, organising educational tours for schools and university students, dramas at the educational institutions in the partners states, NCC and NSS camps of the students from one state to another state, telecasting and broadcasting the programmes of one sate on the regional TV and Radio channels of partner state, cycling expeditions for students etc.

According to sources while these small programmes are not a problem there are certain components like translation of at least five award winning books and poetry, popular folk songs of one state in the language of the partner state. Identification, translation and dissemination of proverbs with similar meaning in the languages of the two states, exposure of students of one state to alphabets, songs, proverbs and 100 sentences in the language of the partner state, preparing and sharing an informative book on the culture, customs, traditions, flora and fauna etc.

For all these initiatives the respective state’s need separate funding. Either, the State has to fund or the Centre has to give a grant to implement the scheme. When asked, State Tourism, Culture and Youth Affairs Secretary B Venkatesam said, “Steps have been taken to implement certain components where the Telangana state could fund. TS had participated in the Kurukshetra Festival by Haryana, we are inviting them to take part in the International Kite Festival scheduled in January. In regard to other components of the scheme we need to get greater clarification before we can move forward, he said.
