Hyderabad: Chief Minister K Chandrashekara Rao on Wednesday promised to release Rs 550 crore for Scheduled Caste, Scheduled Tribes, Backward Classes and Minority Welfare Departments. In a brief intervention during the question hour in the State Assembly, the Chief Minister said the funds allocated during the 2015-16 financial year for all the welfare departments would be released by March 31.

Reiterating the government’s commitment to the welfare of the SC, ST, BC and Minority communities, KCR said he had personally reviewed functioning of these departments to strengthen the welfare schemes to ensure that the downtrodden are benefitted by the activities.

He said his government was committed to continue the SC and ST Sub Plan. However, the Centre had directed the States to re-orient the budget process. Earlier, allocations were made in the form of plan and non-plan allocations in the budget. But, as per the latest directions of the Centre the new budget would have to be prepared in terms of capital and revenue expenditure.

It was against this backdrop senior officials were asked to re-design the welfare schemes, so that maximum benefit could be derived by those covered under the welfare schemes, he added. He dismissed the fears that funds may not be released.

Later making a statement on residential schools, KCR said the government would establish 119 residential schools for children belonging to backward classes. "These schools will be established in the name of Mahatma Jyotiba Phule, who made efforts continuously for the upliftment of BCs," the Chief Minister said.

"For this purpose, we have already established the Mahatma Jyotiba Phule Telangana Backward Classes Welfare Residential Educational Institutions Society," he added. Education would be imparted with high standards in English medium in BC residential schools from V standard to Intermediate (Plus Two), he said.

The government would spend Rs1,05,000 to Rs 1,25,000 on each student to provide proper infrastructure, nutritious food among others, he added Claiming that no other State in the country had ever established residential schools for the benefit of such a large number of students, the Chief Minister said the initiative of the government was historical which aimed at laying foundation for the development of the BC’s, he said.
