Hyderabad: After the re-organisation of districts, the State government has embarked on another major task of strengthening administration by revamping nearly 50 departments from village to Secretariat level.

Following a report prepared by the Centre for Good Governance on the need of rejuvenation of the departments for the effective implementation of schemes, the government constituted ‘Staff Rationalisation Committee,' headed by State Secretary to Finance Department K Rama Krishna Rao.

It is the first major exercise taken up by the government to streamline all the departments after the bifurcation of Andhra Pradesh.

Official sources said the committee is conducting the study on the performance of each department, utilisation of funds and the present cadre strength.

All the department heads have been asked to submit the details of the total number of employees, including excess staff, if any, and also requirement of additional staff to meet the goals set by the government every year.

The cadre strength will be fixed for each department based on the requirement and the importance of the schemes that are to be implemented.

For instance, the role of Rural Water supply and Municipal Administration and Urban Development Departments cadre strength has been increased in the wake of introduction of several new schemes like Mission Bhagiratha and urban schemes like Swatch mission, AMRUT towns, etc.

The role of Animal Husbandry, Fisheries and Diary Development Departments has also got increased cadre strength as the government brought in new schemes recently, officials said. Similar is the case with Labour and Employment and Housing departments has declined in the recent years.

Officials said the cadre strength in each department would be finalised based on the work load and the importance of the schemes to be implemented.

The additional staff would be deployed to other mainstream departments which are facing staff crunch.

The rationalisation of the staff in all departments would also help to deploy required staff to 21 new districts created last year.

The committee has been asked to complete the whole process before the beginning of the 2017-18 financial year on April one and submit the report to the government.
