Hyderabad: It appears that the tardy implementation of several welfare schemes in the State has left Chief Minister K Chandrashekar Rao red-faced and the mandarins in the corridors of power have apparently rubbed their political boss on the wrong shoulder.
And as a result, all IAS officials in Telangana, posted in key departments, will have to work hard to stay in their desired positions.
According to sources, the Chief Minister has set result-oriented targets for all top officials overseeing the affairs of key departments including Irrigation, Housing, Health, BC, SC, ST and Minority Welfare, Education, Agriculture, Rural Development , Panchayat Raj and Roads and Buildings .
Even district collectors have been told to ensure that the targets are met. Taking serious note of the delay in implementing some welfare and developmental programmes, the Chief Minister instructed all bureaucrats to work hard and show the results in a time-bound manner.
In the recent meetings conducted with the Secretaries of the departments, Chandrashekar Rao enquired about the status of all schemes and questioned the reasons for delay.
Progress in two-bedroom houses, modernisation of primary and secondary health care centres, land acquisition for irrigation projects, implementation of self employment schemes and other welfare schemes for all communities, farmers’ issues, progress in the establishment of the sanctioned educational institutions including Gurukulams and the recently introduced community-based schemes took centre stage at these meetings.
Highly placed sources told The Hans India that Chandrashekar Rao had entrusted the responsibility of implanting the schemes to the top officials and had given them freedom to perform their duties without any pressure from any quarters.
“As the government has already completed half of its five year term, the Chief Minister is desperate to deliver the results towards achieving ‘Bangaru Telangana’ (Golden Telangana).
Chandrashekar Rao is expecting more from the official machinery to fulfill all promises he made in 2014 election,” a top official in the Chief Minister’s Office said the recent transfer of the State Fisheries Department Commissioner B Venkateswara Rao who is awaiting posting is a stark example of the government’s seriousness on the performance of the officials. “Those who performed well would only continue in the mainstream posts,” the source said.
Revenue generating departments - Excise and Prohibition, Commercial Taxes, Transport and Stamps and Registrations - have been asked to achieve the revenue targets this financial year that ends on March 31. Those who perform would only continue in the posts in the next financial year.
District Collectors were also instructed to make difference in the administration by reaching all the benefits to the needy without any delay. Collectors have also been told to speed up the disposal of all applications pending for two- bedroom houses, pensions and other grievances instantly and address all problems in the newly created 21 districts by March end.
