KCR’s move exemplifies fact that dissent is integral to democracy

This has reference to a news story in our Hans dated the 12th that Telangana CM, KCR, reportedly instructed officials to find a more suitable place than the present Dharna Chowk at Indira Park, for allowing protest programmes.

The move is most laudable and augurs well for a true democracy. If only such a step is followed by establishment of certain relevant procedures like the following, it will lead to elimination of destructive actions and ways of protesters, like strikes, bandhs and hartals.

The dharnas may be categorised into three levels: i. based on the person presiding over the dharna; ii. the number and level of participants; and iii. the attendance and response of the public.

In the case of level 3 dharnas, the principle secretary of the department concerned has to submit a detailed report with details including the pros and cons of meeting the demands.

The Minister concerned may send a report to the CMO, which will then put up the same to CM. In the case of level 2 dharnas, a similar procedure may be followed but with an "urgent' tag; and (iii) In case of level 1 dharnas, a similar procedure, but the Secretary's and the Minister's report should reach the CM's office the same day and the same matter must be considered in the next cabinet meeting followed by a press briefing.

Such practices/traditions will augur well for our democracy resulting in drastic reduction of loss of man days.
