It was one of the several departments where vigilance cases pertaining to activities in the undivided Andhra Pradesh were referred.

Allegations include misappropriation of funds in collusion with contractors, irregularities in distribution of veterinary medicines, organisation of health camps, distribution of fodder seed and medicines and establishment of mini dairy units. However, one of the reports obtained through RTI, which was submitted (during September 2014) to the government over distribution of milch animals under ‘Pasukranthipathakam’, said V& ED found that ‘fabrication of list of fictitious farmers’ could not be proved.

Similarly, during its field enquiry regarding supply of medicines and conducting health camps, all farmers stated that the department in the question had supplied medicines and conducted the programme as per the guidelines.

“The enquiry reveals that the Animal Husbandry Department conducted health camps once or twice in a year and had distributed medicines and fodder seed properly to the farmers, but it said that the department could not meet the demand and not all types of medicines for all diseases were available,” the report stated.

For instance, it was revealed that during 2012-13, the department had organised 11,495 veterinary health camps (at 500 sheep & goat per camp). The total budget allotted was Rs 4 crore towards drugs and medicines and logistics, which according to V & ED, was as per the specified guidelines.

It may be recalled that the V & ED had referred 491 cases of corruption from 2012 pertaining to officers from 30 departments. On its recommendations, the V & ED asked the officials to organise round-the-year health camps for sheep and goats to prevent diseases, create awareness among farmers on animal nutrition and clean milk production and ensure availability of medicines of all types of diseases for milch animals or goats or sheep at local veterinary dispensaries among others.
